Instructor Profile:
William S. Horn, Bill is the Executive Director of IRIM, Inc. (The Institution of Records and Information Management) and is responsible for advancing records management and eDiscovery knowledge through RIM Education (www.RIMeducation.com). He has 15 years of consulting experience in healthcare, manufacturing and government and over 11 years of executive experience in the financial services industry. He has extensive IT, business analysis, process design and strategic planning experience at large global corporations and was a principal in two start-ups. He is an expert in designing business process and technology solutions that balance regulatory requirements, litigation risk and operational goals in alignment with organizational strategies.
Bill designed and implemented the global records management function at one of the financial service industry’s largest firms to govern all phases of the information lifecycle in compliance with legal, regulatory and operational obligations. As VP Records Management and Litigation Support, he led the effort to establish the governance model, build the IT infrastructure, develop the corporate policies and procedures, train associates, change organizational and individual associate behavior, and measure the effectiveness of the program—benchmarking against industry peers. As the head of Litigation Support he led processes improvement efforts leveraging various service vendors for specific expertise and to manage workload, and researched numerous technology solutions to reduce costs and improve effectiveness.
Bill’s executive experience provides him the unique ability to frame a problem, communicate solutions and motivate senior management teams across decentralized organizations to take action. Through his “insider” experience Bill understands the complex interaction between the Legal, Risk, Compliance, Security, Information Security, IT and Business Operations groups. He also understands each group’s distinct motivation and works with them to design solutions that positively impact the entire organization. He can negotiate with executives to balance the sometimes conflicting needs of these groups since they all influence policies and procedures as well as technology and human capital investments. Perhaps most of all, he understands their weaknesses and gaps and shares their apprehension in anticipation of a new wave of regulations.
Bill has a BS in Mathematics from the University of Vermont and an MBA from Rensselaer Polytechnic Institute. He is a member of EDRM, AIIM, ARMA and AHIMA. As a member of the EDRM (Electronic Discovery Reference Model) Project, Bill is currently leading a subgroup tasked with building an Information Management Reference Model for health care.
