Instructor Profile:

Frederick Pilot, principal of Pilot Healthcare Strategies, has substantial experience in the private and public sectors that includes nearly 20 years as a legal/regulatory journalist covering insurance, workers’ compensation and health law and regulation, including federal and state health care reform initiatives.

In the public sector, Mr. Pilot worked as a legislative/policy analyst with the California Department of Public Health and the California Health Benefit Exchange (Covered California), the nation's first state-based health benefit exchange established by state legislation following the enactment of the Affordable Care Act. At the California exchange, Mr. Pilot identified federal and state law to inform planning and implementation of exchange functions prior to its first open enrollment period and drafted elements of the exchange’s application for federal government certification as state-based exchange.
