3-hr Virtual Seminar: OSHA National Emphasis Program (NEP) - Anhydrous Ammonia Refrigeration Specific Review

Why Should You Attend:

Effective November 2011 Federal OSHA has embarked on a new National Emphasis Program (NEP). The NEP is focusing on Process Safety Management (PSM) covered chemical plant operations specifically including anhydrous ammonia refrigeration facilities. OSHA has a considerable body of written interpretations and compliance guidelines focused on assisting employers in understanding the NEP as well as PSM (29 CFR1910.119) requirements.

This 3-hr virtual seminar will examine the basics of implementing Federal OSHA PSM requirements in anhydrous ammonia refrigeration facilities. The session will also survey priority audit topics of OSHA National Emphasis Program (NEP) audits. Key topics include review of OSHA formal letters of interpretation and how they affect owners and operators of covered anhydrous ammonia refrigeration processes. The course will also specifically examine the current OSHA PSM compliance directive (CPL-02-02-045) as well as the recent OSHA covered process National Emphasis Program (NEP) compliance directive (CPL-03-00-014).

At the conclusion of the module, participants should be able to:

• Define a process and determine PSM applicability to anhydrous ammonia refrigeration facilities.
• Understand in general terms the PSM regulation.
• Gain familiarity with key PSM implementation topics such as mechanical integrity, standard operating procedures, process safety information, and process hazard analysis.
• Gain familiarity with the OSHA National Emphasis Program (NEP).
• Understand important topics and strategies to prepare for a NEP audit.

Instructor Profile:

Bill Greulich, has worked for the past twenty years in engineering, safety and emergency management for both private and public sector organizations. He is a graduate of Northeastern University, Boston, MA with a BS in Mechanical Engineering and has a certificate in Hazardous Materials Management from the University of California, Berkeley. He is a member of the American Society of Safety Engineers (ASSE), Professional Risk Managers International Association (PRMIA), Society of Risk Analysis (SRA), and the International Institute of Ammonia Refrigeration (IIAR).

Bill began his professional career in a defense industry material science laboratory. In this role he performed Department of Defense (DoD) witnessed testing to military specifications and supervised maintenance of chemical processing equipment.

Bill then joined the H. C. Starck industrial chemicals division of Bayer Corporation where he developed and implemented safe equipment and processes to produce conventional niobium-titanium superconductors and other specialty refractory electronic materials. He joined the Berkeley Bayer Biotechnology division in 1995 where he focused on safety engineering. After a 15 year career he left Bayer as Manager of Environment Health Safety and Security (EHS&S).

Bill then joined the City of Berkeley, California as Manager of the Office of Emergency Services, a division of the Berkeley Fire Department. There he was responsible for emergency program development and project implementation for this globally recognized City of more than 100,000 people. He also briefly managed the City’s Fire Prevention Division acting in the role of Fire Marshal.

In 2005, he started his own firm, Kensington Consulting. As principal consultant Bill now focuses on providing technically sound life and property protection expertise to his clients. His projects range from process safety and risk management program design and implementation for large organizations through detailed quantitative risk assessments for sophisticated chemical processing operations.
