 Report to the EPA

Emitters/Source

·         Total facility emissions aggregated for all source categories

·         Metric tons CO2e and mt of each GHG

·         Total biogenic CO2 emissions

·         Additional information such as process- or unit-level emissions, activity data like fuel use or raw material throughputs and quality assurance/quality control data specified

GHG and Fuel Suppliers

·         Total emissions aggregated for all supply categories

·         mtCO2e and mt of each GHG

Certain Specific Facilities

·         Onsite electricity generation in kWh

·         Total lb of synthetic fertilizer produced and total N contained in the fertilizer

·         Unit- or process-level emissions, activity data, or QA/QC data specified

Emission Reports

·         Submitted electronically, format specified by EPA after finalization

·         Each report signed by a designated representative of the owner or operator

Reportable Greenhouse Gases

Six Kyoto GHGs

  • Carbon dioxide (CO2)
  • Methane (CH4)
  • Nitrous oxide (N2O)
  • Hydrofluorocarbons (HFC)
  • Perfluorocarbons (PFC)
  • Sulfur hexafluoride (SF6)

PLUS

  • Nitrogen trifluoride (NF3)
  • Hydro fluorinated ethers (HFE)


EPA has identified three groups of GHG sources subject to the rule: “downstream,” “upstream,” and mobile sources.

 

 

Upstream Sources

fuel suppliers – the makers and importers or exporters of petroleum products, natural gas, and coal-based liquid fuels – as well as suppliers of industrial GHGs.

Suppliers of:

·         Coal-based Liquid Fuels

·         Petroleum Products

·         Natural Gas and Natural Gas Liquids

·         Industrial GHGs

·         Carbon Dioxide (CO2)

Downstream Sources

commercial and industrial plants and other types of facilities that have the potential to directly emit significant amounts of GHGs

·         General Stationary Fuel Combustion Sources

·         Electricity Generation

·         Adipic Acid Production

·         Aluminum Production

·         Ammonia Manufacturing

·         Cement Production

·         Ferroalloy Production

·         Glass Production

·         HCFC-22 Production and HFC-23 Destruction

·         Hydrogen Production

·         Iron and Steel Production

·         Lead Production

·         Lime Manufacturing

·         Miscellaneous Uses of Carbonates

·         Nitric Acid Production

·         Petrochemical Production

·         Petroleum Refineries

·         Phosphoric Acid Production

·         Pulp and Paper Manufacturing

·         Silicon Carbide Production

·         Soda Ash Manufacturing

·         Titanium Dioxide Production

·         Zinc Production

·         Municipal Solid Waste Landfills

·         Manure Management

Mobile Sources

manufacturers and importers of vehicles and engines that are outside the “light duty” category

·         Vehicles and engines outside of the light-duty sector

Reporting Methodology

  • Direct measurement of emissions for Facilities already reporting and collecting emissions data
  • Facility-specific calculations for other source categories
  • Existing certification and test protocols for vehicle/engine manufacturers
  • Direct reporting of gas produced, imported, and exported for industrial gas and fossil fuel suppliers
